Town Building Committee Regular Meeting Minutes June 19, 2008

1. CALL TO ORDER
Chairman Burkhardt called the Town Building Committee Regular Meeting of June 19, 2008 to order at 7:50 p.m.
2. PUBLIC COMMENTS
There were no public comments.
3. APPROVAL OF MINUTES
Mr. Burkhardt asked for additions, corrections or deletions to the Town Building Committee Regular Meeting Minutes of May 15, 2008.
MOTION: Mr. Johnson moved to approve the Town Building Committee Regular Meeting Minutes of May 15, 2008, as presented. Seconded by Mr. Fisher. (4-0) Unanimous
4. OLD BUSINESS
a. Payment of Bills.
1. Bill from the Recording Secretary for secretarial services for the Town Building Committee from May 15, 2008 to June 12, 2008 for a total of 3.5 hours.
2. Invoice No. 0001818, dated May 21, 2008, from Fuss & O’Neill for professional services through April 26 on East Lyme High School gym floor in the amount of $645.96.
3. Invoice dated June 13, 2008, from Gugliotti Associates Incorporated for the contract balance and demolition of between the bleachers and door and replacement at East Lyme High School in the amount of $9,350.
4. Bill dated May 5, 2008 for legal services regarding the East Lyme High School gym floor in the amount of $732.00 MOTION: Mr. O’Connor moved to pay the above bills. Seconded by Mr. Johnson. (4-0) Unanimous.
5. NEW BUSINESS
a. Correspondence.
1. Copy of FAX dated June 16, 2008 to Don Meltabarger from Gugliotti Associates Incorporated, requesting that this Committee release the Performance bond forms issued to the reconstruction of East Lyme High School project.
MOTION: Mr. O’Connor moved to empower Mr. Burkhardt to sign the bond release from Gugliotti Associates Incorporated. Seconded by Mr. Johnson. (4-0) Unanimous.
2. Copy of Settlement Agreement and General Release of All Claims between the Town of East Lyme and Silktown Roofing, Inc.
Mr. Burkhardt reported Town Attorney has received a check in the amount of $80,000 from Silktown Roofing, Inc. in settlement of all claims by the Town for damages to the gym floor.
b. East Lyme High School Roof and Air Handlers and Lillie B. Haynes School Windows. Mr. Burkhardt reported the Lillie B. Haynes School window and the High School roof project has been completed.
Work is being done to reduce the noise from the air handlers. Mr. Burkhardt invited all Committee members to a job meeting at the lower level of the Central Office on June 27, 2008 at 10 a.m. to discuss the air handling system.
c. East Lyme High School Gym Floor. Mr. Burkhardt reported the East Lyme High School gym floor has been completed. Quotes have been received for the padding on the east and west side. One in the amount of $14,600, which does not include installation and one in the amount of $9,364 to pad the entire floor and $7,752 to pad only the damaged pads.
MOTION: Mr. Fisher moved to authorize Mr. Burkhardt to enter into a contract to replace all wall pads in the High School gym for an amount not to exceed $11,000. Seconded by Mr. Johnson. (4-0) Unanimous.
d. East Lyme Middle School Gym Floor. Mr. Burkhardt reported Mr. Freeman met with Ken Biega and Rob Sullivan to discuss options regarding the Middle School gym floor. Northeast Mechanical suggested a new boiler for the Middle School to provide dehumidification in the gym. Discussions were held with the original architect, who agreed to review the studies. There have been negotiations with the contractor. Mr. Burkhardt agreed to keep the Committee informed.
MOTION: Mr. McKirdy, as ex officio member of the Board of Selectmen, moved that the Town Building Committee consider the adoption of the following statement: It is the policy of the Town Building Committee that building projects valued at less than $100,000 should be administered by the Town Administration unless the Town Administration requests that any such project be handled by the Town Building Committee. Seconded by Mr. Fisher. (4-0) Unanimous.
6. ITEMS FOR FUTURE AGENDAS The following item is to be placed on the July Agenda: Town Building Committee Policy for Building Projects Valued at Less than $100,000.

MOTION: Mr. Johnson moved to adjourn the Town Building Committee Regular Meeting of June 19, 2008 at 8:30 p.m. Seconded by Mr. O’Connor. (4-0) Unanimous.
