REVALUATION ASSESSMENT NOTICES SCHEDULED
FOR MAILING LATE NOVEMBER
The property data collection phase of the revaluation is complete.
Field personnel from Vision Appraisal Technology are conducting the property review, market analysis and valuation phases of the project during the months of October and early November. The purpose of these phases are to ensure the property characteristics are addressed and evaluate current market information to determine market values for the October 1, 2011 assessment date.
A portion of the review phase is generally done from the roadside; however there may be an occasion for the reviewer to walk the property. As this stage progresses, any warranted changes will be researched and may require an additional visit to the property.
Personnel will have identification badges and vehicles being utilized during this segment of the project will be marked and easily identified. Information regarding personnel and vehicles are on record with the East Lyme Police Department as well as Town Offices.
Upon completion of these phases, property owners will receive a notice of their new assessment. These notices are currently scheduled for mailing late November. Notices will include information regarding the inquiry and appeals process. Property owners who disagree with their new assessment or believe their data is incorrect will have the opportunity to schedule an informal hearing by calling the toll free number provided. At the informal hearing, taxpayers may review what they feel is incorrect about their assessment with a representative of Vision.
If Vision reviews a property during informal hearings, a second assessment notice will be sent to the property owner notifying them as to whether or not a change in the new assessment has been made.
New 2011 assessments are anticipated to be accessible to property owners, late November via the Town's website www.eltownhall.com which will link to Vision
Appraisal. Property owners are encouraged to review their property record card for accuracy and compare their assessment to other similar properties. Public terminals are also available in the Assessor's office, Monday through Friday, 8:00 am to 4:00 pm except holidays.
